What is the status that blocks further password requests: pending review?

Request workflow is defined in an entitlement, access request policy or partition?

I have finished my session, checked-in the access request, but still can’t submit another request for the same account. Why is that?

What is the more optimal approach, the session initiated workflow, or the password initiated workflow?
